Government Upset That Private Investors Are Making Their Unnecessary Spending Unnecessary

This news story infuriates me.

$3.9 Billion in federal funds have been set aside to help prevent blight (abandoned/vacant property) - because blight begets blight. I understand this. No problem. Rock out.

What I don't understand is how people in government are frustrated because PRIVATE INVESTORS keep buying property out from under their noses.

The PURPOSE of a "BLIGHT PREVENTION" program is to buy, renovate (or demolish), and rent/sell property THAT NOBODY ELSE WANTS. If a private investor is buying the property - then it is only a matter of time before it is renovated/inhabited - sans government intervention.

"Some locales now fear that they won't be able to commit their allotment to specific projects by next fall's use-it-or-lose-it deadline." Just because you're ALLOWED to spend money that isn't yours doesn't mean that you MUST!
